VoaOpenpgp: Find updates for certs from all locations in VOA?

Lookup in the OpenPGP technology implementation currently merges versions of a certificate into a unified view, but only from the verifier files found in the specific current lookup.

Ideally, especially revocations (but also other types of updates) should also be found from any other location in the VOA hierarchy.

To do this, a second lookup pass could find additional OpenPGP certificate files based on filename (matching the fingerprints of the set of certificates in the current lookup), in the full VOA hierarchy.
