cloud-init configured images takes too long to boot

DHCP is unnecessary and increases boot time when system requests dhcp for a cloud-init configured image.

I'm not sure what service is requesting dhcp, but it's better to be disabled imo.

Edit: I thought this was related to dhcp being enabled by default. Please read the issue completely.
