Create systemd service/timer integration for arch-release-sync

The functionality to synchronize promoted releases has been implemented with !12 (merged).

To allow an easy setup in which we can have a dedicated (unprivileged) user do the synchronization, we need to create systemd integration (service/timer) for arch-release-sync.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
