Allow specifying a release to promote

The current workflow expects an input from the user to select a release to promote (which is not yet promoted).

If the tag of the release to promote is known, it might be more straight forward to provide it on the command line as well (to skip the manual selection).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
