Update pacman.conf

pacman 6.0.0-2 comes with an updated pacman.conf.

configs/baseline/pacman.conf and configs/releng/pacman.conf should be updated to match.

None of the uncommented options in the aforementioned files are deprecated, so there's really no rush.
