Issues with cloud-init 24.3

As mentioned in archlinux/packaging/packages/cloud-init#3 (comment 219147) cloud-init now drags in openbsd-netcat specifically (as it makes use of the unix socket feature).

From my understanding, we could just remove gnu-netcat (and have it replaced by openbsd-netcat).
