releng: too many mirrors slow down reflector

Changes in reflector have made it seemingly slower when rating the mirrors.

reflector.conf limits the mirrors to the latest 70. It might be a better idea to reduce this to 30. In my unscientific testing that reduces the time from 1:39,17 to 41,665.
