archlinux-keyring still incompatible with sequoia-sq 0.39.0

There is at least one more test case directly broken, but we are also still suffering from the flaky test we've been seeing before.

The flaky test manifests because sq chokes on some gpg generated revocation signature:

Unknown or Unsupported Packet, old CTB, 209 bytes
    Tag: Signature Packet
    Error: Malformed MPI: leading bit is not set: expected bit 8 to be set in        0 (0)
