--archwiki-toc-* variables aren't used at all.

Should they be used on every wiki page's sticky table of contents? Because they're not, which is probably an issue. The table of contents rn pulls from --background-color-base, which doesn't fully make sense, mostly because then archwiki-toc-* variables have no use at all either.
