[FastAPI Fix] Add note to /pkgbase/{name}/flag about VCS pkgver

Summary

This is implemented for PHP, but was not brought over during the initial commit regarding the flag action.

Description

There have been many false flaggings of VCS packages because users think that they are out of date. The confusion could be cleared up by showing user's a note when they go to flag a VCS package, which could point to a configurable wiki page regarding the AUR.
