[FastAPI Bug] /pkgbase/{name}/comments/{id}/edit is missing

I have described the bug in complete detail in the Description section.
I have included the versions which are affected in the Version(s) section.

Description

The /pkgbase/{name}/comments/{id}/edit page is needed to support clients which do not use Javascript. This has not yet been implemented.
