"Trusted User" navigation item does not show for developers

I have described the bug in complete detail in the Description section.
I have specified steps in the Reproduction section.

Description

The Trusted User navigation item does not show when a user is considered a developer.

Reproduction

Login as a Trusted User.
See the Trusted User navigation item.
Change your account type to Developer or Trusted User & Developer.
The navigation item no longer appears.
