[FastAPI] Allow reporters to cancel their own requests

It would be nice if reporters were able to cancel their own requests, e.g. if the report was made in mistake, or the situation changes.
Due to an influx of spam, we have had to temporarily disable account registrations. Please write an email to accountsupport@archlinux.org, with your desired username, if you want to get access. Sorry for the inconvenience.
