[Bug] package search is not ordered the same

• I have described the bug in complete detail in the Description section.
• I have specified steps in the Reproduction section.
• I have included the versions which are affected in the Version(s) section.

Description

The /packages search does not provide the same ordering between python (pu) and php (master), and in essence, cannot have be properly compared for performance because they are doing different things.

Reproduction

The following actions have different results:

• Browse to the python implementation's /package route.
• Browse to the php implementation's /package route.
