[Bug] Package detail relation ordering

I have described the bug in complete detail in the Description section.
I have included the versions which are affected in the Version(s) section.

Description

Conflicts, Provides and Replaces are not ordered in Python's /packages/{name} route.

PHP orders them by PackageRelations.RelName ASC.
