[Bug] ActiveTUs column not set on proposal creation

Description
When creating a proposal on the /addvote page of the Python implementation, the new TUVoteInfo.ActiveTUs column is not set correctly, which ends up screwing the calculation for votes.
Link items together to show that they're related or that one is blocking others.
