Default search order different from default form value

• The package search action defaults to sorting by descending popularity
• The package search form defaults to ascending popularity

This is evidenced by just clicking on the packages link and noting the form vs. the data in the table. Later clicking "Go" on the search form shown then pulls up the data advertized, which is not what was shown at first.

It also crops up in other contexts: for example the links from the dashboard to "packages I maintain" and any other saved search links that don't have all the parameters in the query string will default to a different view than is shown in the form, so deep linking to a search result cannot easily be modified in the criteria form without first resetting the default form values to what you actually want.

I suggest the form should default to "Descending" order by default as that tends to be more commonly used.
