Add rss/atom feeds for each packages.

Description

Currently, feeds are only available for recently added/updated packages. I'd like to see feeds for individual packages too. One feed for package updates and another for package comments. Maybe another for package ownership updates. Basically an alternative to email notification.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
