Co-maintainers cannot update the co-maintained package keywords

Description

As a co-maintaner (User account) when I view a package I co-maintainer I expect to be able to change the keywords. This was the old PHP behaviour. In the new FastAPI code I'm not able to edit them.

Reproduction

View a package I co-maintain. Check the keywords section. Can't edit them.

On the PHP code I was able to.
