User can flag packages but not unflag them after

Description

When a normal User flags a package they can't unflag it. This is related to !488 (merged) as @jkhsjdhjs noticed and reported.

Reproduction

Flag a package and try to unflag it after as a normal user. Observe the Unflag action is hidden.
