Allow specifying the location of a fortune cookie file via an environment variable

The fortune cookie file on Ubuntu is located at /usr/share/games/fortunes/cookie instead of at /usr/share/fortune/cookie.

This MR allows specifying a cookie location via the FORTUNE_COOKIE environment variable, thus alleviating the need to manually modify schema/gendummydata.py.
