Build & Deploy MVP

The scope of this is still being discussed and some points are missing, others might be removed.

TODO: this should be broken up into multiple issues in the async builder milestone.

• Have some automated process that kicks off build jobs in ABS repos when something changes
• Parse PKGBUILDS for dependencies
• Automatically install check & build dependencies in a chroot
• Run check & build, report status via gitlab interface
• Allow browsing build logs
• Deploy it somewhere

Not part of the MVP:

• anything involving rebuilds
• releasing builds anywhere
