Merging build namespaces

As a packager, when the nvchecker creates build namespaces for new versions, I want to be able to merge these namespaces into one to indicate that the contained changes need to be released in conjunction.

For some package groups where bumps always need to be released in conjunction, I want to configure buildbtw to automatically add any bump changes to an existing bump build namespace, if it exists.
