Enforce package source CI template via gluebuddy

For running builds in gitlab pipelines, a specific .gitlab-ci.yml is required. We can use the "CI/CD configuration file" setting to reference a standard file for all package source repos. Set this setting automatically using gluebuddy.

In the PoC, this was done by the buildbtw server - take care to remove that functionality in case it's still running somewhere.
