Copy instead of move the metrics

The metrics file can be used by the promotion tooling to expose data about the release to archweb. Currently we are moving instead of copying the metrics file from the release directory, which makes it unavailable to us though.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
