pkgctl build: -I flag can no longer be used in combination with -o

Since commit 9f7808c2, pkgctl build -I fails if the package is not found on the local machine. This breaks using it in combination with -o, in which case the package is expected to be found on the remote server, not the local machine.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
