Make exported buildtool information overridable

Evangelos Foutras requested to merge foutrelis/devtools:overridable-buildtool-info into master

Move defaulting to the built-in values out of lib/common.sh and into makechrootpkg. Also include BUILDTOOL and BUILDTOOLVER in check_root when it's called from archbuild, making it identical to the one from makechrootpkg.
