This option is no longer required (and it causes conflicts) on Django
versions >= 1.8.

roles/archweb: Properly template the archweb_admins variable to put the ADMINS when they are configured.

roles/archweb: Deploy archweb on config changes too. Also, add a check to add ssl_require mode when connecting to remote hosts.
