Setup GitLab Pages for archlinux-bugs-snapshotter

We want to keep a static copy of bugs.archlinux.org around when we deprecate it. Let's start on the creating the tooling sooner rather than later.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
