Improve disk monitoring to detect broken disks with smartctl

We want to know when our disks are dying, asap by reading out smartctl data:

• bash textfile collector Preferred solution
• python textfile collector
• smartctl exporer

• Add a textfile collector which is enabled for our dedicated machines !hcloud
• Setup prometheus alerts
