Migrate conf.archlinux.org to a new VPS with deployment automation

Migrate conf.archlinux.org to Gitlab runner / deploy and a new CX11 vps.

The Github repo should run hugo on master for only trusted contributors and update the vps's webdir.

The video/photo contents are hosted from static.conf.archlinux.org as a simple open webdir. The data is currently located on Apollo in /srv/http/static.conf.archlinux.org/

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
