Replace mirrors as Equinix and Kape servers are sun-setting

We have the Equinix and Kape servers on borrowed time. As discussed with @artafinde on IRC we need to find new servers to replace them with, so we can keep the geo mirror running and we should start this process sooner rather than later.

List of servers currently backing the geo mirror (sorted by traffic in the last 30 days):

We also have a mirror of our archive hosted on the {america,europe,asia}.mirror.pkgbuild.com servers, but maintaining that is of less importance.

I suggest we ask on arch-mirrors for VM sponsorships, which should also make the geo mirror less dependent on a single sponsor. We should mention why we are maintaining the geo mirror and not just relying on the existing mirrors, the reason being that we need a static endpoints for a few things (container images, VM images, libvirt IIRC, perhaps WSL in the future etc.).
