Promote mh4ckt3mh4ckt1c4s to Package Maintainer

@mh4ckt3mh4ckt1c4s was onboarded as a junior package maintainer in !870 (merged). He has been packaging things for several months now and have been doing a great job at it.

He should now be promoted to Package Maintainer.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
