Improve the maintenance role and create an archweb custom maintenance nginx template

Improved the maintenance role, adding a task to set up a custom template, if configured by the calling role. Added a custom nginx maintenance template that always allows the NetworkManager check and also allow in the ip address of the person running the playbook/role.
