Added bugbot role

Morten Linderud requested to merge foxboron/infrastructure:morten/bugbot into master

This adds the bugbot to our infrastructure repository.

The are one missing bugbot.j2 file which contains secrets. I'll email a gpg encrypted version to who ever intends to deploy this :)
