terraform: update stage2 provider version declaration

In commit d31f8404 we changed the terraform provider for uptimerobot. Reflect this change in the terraform lock file and provider version declaration.

Compare with previous version

Wasn't sure we needed this when I made the change - I just went for the least changes in code even though the provider we used was older than the one you changed into with this commit. Both of them seem kind of out of date but the new one is probably better.
