MIssing PCR signature and pubkey (again)

This moved the PCR signature/key into their own tmpfiles snippet. ‎tmpfiles.d/20-systemd-stub.conf

We should therefore add this as well because !404 (comment 225040) is now useless in solving #273 (closed)

However, should we therefore keep the ../systemd.conf tmpfile ? And how can we more robustly make sure we always have the necessary tmpfiles instead of finding out after systemd releases ?
