Devendor binaries for Arduino IDE

Martin Rodriguez Reboredo requested to merge yakoyakoyokuyoku/arduino-ide:devendor-bin into main

The Electron-based Arduino IDE vendors some binaries by default, which all of them could use their system counterparts. Also this will make arduino-ide to depend on the arduino-fwuploader package, which is in the AUR as of this MR.
