Blender missing various UI image assets

Description:

Blender, after starting up, lacks numerous UI-based image assets, such as the splash image and icons for various parts of the UI.

Steps to reproduce:

  1. Start blender.
  2. Notice splash image on start-up dialog is missing, and once that is dismissed, notice numerous icons not displayed for various interface elements.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
