cage 0.2 depends on both wlroots 0.18 and 0.17

Probably because cage depends on libwlroots but wlroots-0.18 provides libwlroots-0.18.so and wlroots0.17 provides libwlroots.

I force-removed wlroots0.17 and cage still works.
