Add a custom DBus policy to tighten security. Default behavior was to allow *anyone* to control the system daemon. Update install message to reflect new behavior.

Simplify rc script and config. Starting a session daemon via rc.d makes no sense and does not work. vhba is loaded via modules-load.d for initscripts, too.
