Add patch to support video decode acceleration under NVIDIA drivers

Description:

After libva-vdpau-driver-vp9-git stopped working, libva-nvidia-driver has been the only option for NVIDIA users. This has had broken NVIDIA support at best, however very recently it is shown that it could work with Chromium, provided that this PR is applied.

As such, it might be a good idea to incorporate said PR, as it should not break users with non-NVIDIA hardware anyways.
