Move NetworkManager to optdepends

therealmate/cosmic-settings:nm into main

The network applet requires the NetworkManager service to be enabled (so it doesn't work by just installing NM). Those who have it enabled are probably using NetworkManager as their network manager, but those who don't (e.g.: Systemd-networkd users) will be just left with extra packages.
