backporting upstream patch about install pkgconfig file into agnostic architecture path

please backport this upstream patch

this install the pkgconfig file into agnostic architecture path (/usr/share/pkgconfig instead of /usr/lib/pkgconfig) whit this, projects wich need meson,and try to build in 32bits, can able find the pkgconfig file (eglexternalplatform is headers-only package)
