devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

Remove unnecessary quotes and curly braces.
Do not move extracted dir around as upstream now has semver tags.
Run check in check().

Adding maintainer. Updating url to current github upstream. Switching to correct license (GPL2).
