Use LDFLAGS for linking, leave stripping to makepkg and avoid hook duplication

Description: Binaries lack FULL RELRO as Makefile links using CFLAGS and not LDFLAGS. The Makefile will also strip binaries unless --with-debug is passed to configure. fcron.install calls systemd-sysusers fcron.conf which is also performed by the hook 20-systemd-sysusers.hook
