2.17 defaults to 70-no-bitmaps-except-emoji.conf

The release introduced a build-time-config to select the default bitmap configuration: https://gitlab.freedesktop.org/fontconfig/fontconfig/-/commit/15cf5fb89701fd662231bc541e84696559fd26e0 which defaults to no-except-emoji what might be "off-brand" for arch's target audience, causing https://bbs.archlinux.org/viewtopic.php?id=306612

Previously no bitmap-conf was added by default at all, what's not exactly replicateable w/ the recent upstream change - except by removing the symlink after the build.

Fwwi, the original bug was concerned w/ collisions (notably Helvetica) https://gitlab.freedesktop.org/fontconfig/fontconfig/-/issues/474 Just disabling bitmap fonts entirely instead of defining resolution preferences is certainly /a/ solution…
