Rebuild against vst3sdk 3.7.10_build_14

Consolidate dependencies.

Set license identifier according to upstream information

Split into multiple packages to separate standalone and lv2 plugin.
Use bash arrays with one entry per line for easier handling.
Move cmake options to local bash array for easier handling.

devtools 20230105-1 enables the debug option by default.

Disable LTO as it introduces issues with visible symbols.
Add debug package.
