Missing (optional?) dependency: gst-plugins-good

Description:

GNOME Control Center uses .webm files to display animations in Mouse & Touchpad category. If the gst-plugins-good package is not installed, the animations can't be displayed

I think we want the dependency on gtk4 instead.

gnome-control-center contains the animations as VP9 encoded video assets: https://gitlab.gnome.org/GNOME/gnome-control-center/-/tree/main/panels/mouse/assets

And we need gst-plugins-good here just because the VP9 decoder is implemented within that package: https://gitlab.freedesktop.org/gstreamer/gstreamer/-/tree/main/subprojects/gst-plugins-good/ext/vpx

gtk4 just provides the GtkMediaFile object to play back any video files. I think it's only necessarily to add GStreamer plugins dependencies for those applications that actually play something.
