Wrong directories for pkg config

Description:

the /usr/lib/pkgconfig/gnu-efi.pc file contains paths prefixed with /usr/local instead of /usr

Steps to reproduce:

1. see content of /usr/lib/pkgconfig/gnu-efi.pc after building
2. notice that prefix points to /usr/local
3. realize that there are no files in /usr/local
